Market segmentation means to divide the population based on a relevant characteristic(s) of the population (e.g., gender and age).

Target marketing means to design a marketing mix for a particular group of the population (e.g., females under 18)

Segmentation is when you divide up the population into homogeneous groups based on a human characteristic (e.g., gender - male, female).  Target marketing is when you select one (or more) of the segments to direct your marketing efforts toward.
